Four years after the death of Shougo Makashima and the disappearance of Shin’ya Kougami, the Japanese government starts spreading the Sybil System worldwide. While a civil war takes place in the small coast town “Shambala Float”, the SEAUn (South East Asia Union) introduces the Sybil System there, which causes temporary peace within the small town. Suddenly, terrorists of the SEAUn appear all over Japan, attacking the Sybil System from within. Akane Tsunemori and her team are ordered to travel to Shambala Float and chase down the terrorist group.
