The movie takes place after the events of “Psycho-Pass 3”. The sinister organisation Bifrost and its coordinator Koichi Azusawa attack the Public Safety Bureau skyscraper, demanding the governess Karina Komiya to step down from her position. Because of this attack, several Public Safety devisions are incapacitated for various reasons.

While inspector Arata Shindou is also captured, Kei Mikhail Ignatov is given the choice to gain personal benefits if he betrays Unit One. During the following events, the loyalty and friendship of the inspectors are put to the test when they obtain important information about unrevealed parts of the past …
Der Film spielt nach den Ereignissen von »Psycho-Pass 3«. Die sinistre Organisation Bifrost mit ihrem Koordinator Koichi Azusawa greift den AÖS-Wolkenkratzer mit der Forderung an, dass die Gouverneurin Karina Komiya von ihrem Posten zurücktreten solle. Le film se déroule après les événements de « Psycho Pass 3 ». La sinistre organisation Bifrost et son Inspector Koichi Azusawa, attaquent le gratte-ciel d’AÖS en exigeant que la gouverneure Karina Komiya démissionne de son poste. À la suite de cette attaque, plusieurs départements de l’AÖS se retrouvent neutralisés de diverses manières.
